PCG Guangzhou welcomes CAEXPO Secretary General

10 April 2025, Guangzhou – Consul General Iric Cruz Arribas welcomed China-ASEAN Expo (CAExpo) Secretary General Dr. Wei Zhaohui in a meeting at the Philippine Consulate General in Guangzhou on 10 April 2025.

The meeting focused on the Philippines’ work plan and preparations for the 22nd CAExpo in Nanning, scheduled to take place on 17-21 September 2025. Dr. Wei also provided a briefing on the Expo’s upgraded exhibition, upscaled spaces, and presentation of artificial intelligence (AI)-related technology and industries.

On the occasion of the 50th Anniversary of the Diplomatic Relations between the Philippines and China this year, Consul General Arribas and Dr. Wei proposed to have a joint commemorative activity this year.

CAExpo, inaugurated in 2004, is an annual trade fair and a significant platform to promote bilateral economic cooperation between ASEAN countries and China, and has over the years, been a venue for deepening ASEAN-China people-to-people exchanges, cultural engagement, and tourism promotion.

  

PCG Guangzhou attends a Seminar on Guangdong's Modern Industrial System Development

Guangzhou, 9 April 2025 – The Philippine Consulate General joined over 60 consulates general at the Seminar on the Development of Guangdong’s Modern Industrial System organized by the Guangdong Foreign Affairs Office at Zhudao Hotel, Guangzhou. 

Deputy Director Generals Jiao Jun and Shuang Dehui reported Guangdong’s 2024 GDP at CNY 14T (USD 1.90T) and foreign trade at CNY 9.11T (USD 1.39T). Guangdong produces 70% of the world’s drones and 40% of smartphones. Key sectors include AI, green petrochemicals, and new energy.

In the seminar, Consul General Iric Cruz Arribas stressed the value of e-commerce in supporting imports from countries like the Philippines. Guangdong officials noted e-commerce remains in development. 

Consul General Arribas also met Guangdong Foreign Affairs Office Director General Chen Guangjun and Deputy Director General Qian Hongjie, who welcomed plans for Kalayaan Day 2025 and the 50th anniversary of PH-China ties.

Acceptance of visa applications: 9:00 am to 11:00 am, Monday to Friday (except holidays)

Releasing of passports with or without visa: 3:00 pm to 4:00 pm, Monday to Friday (except holidays)

9(G) PRE-ARRANGED EMPLOYEES* and 47(A)(2) SPECIAL NON-IMMIGRANT  VISA* - for visa issuance of foreign workers under IATF Resolution No. 131-A dated 16 August 2021

Consistent with IATF resolutions, beginning 01 August 2021, eligible foreign workers may be issued 9(g) and 47(a)(2) visas provided approved application has been secured from the Bureau of Immigration (BI) and Department of Justice (DOJ), respectively, and an appropriate visa authority has been issued by the Department of Foreign Affairs – Office of Consular Affairs (DFA-OCA). The Consulate General will only be able to issue visas only after receiving authority from the DFA-OCA.

Requirements:

1. Duly accomplished visa application form (FA Form 2) with 3.3cm and 4.8 cm photo in white background

2. Original and photocopy of passport valid for at least six (6) months beyond the period of stay in the Philippines

3. Photocopy of the National ID (if applicable)

4. Visa processing fee

5. Personal Appearance

Additional documents may be required if and when deemed necessary by the Visa Officer.

*REMINDERS:

  • For those issued 9g visas:
  • For newly issued 9g visas, ensure that that the notation “FOR ENTRY PURPOSES ONLY, SUBJECT TO BI IMPLEMENTATION” is written on the visa stamp; and,
  • Upon arrival in the Philippines, report to the Bureau of Immigration within seven (7) days from last day of quarantine/isolation for registration and re-stamping of the validity of the 9(g) visa on the passport and issuance of Alien Certificate of Registration Identity Card (ACR I-Card). Failure to do will result to be an improperly documented foreigner subject to deportation.

  • For those issued 47a2 visas – The endorsing government agency shall report to the Department of Justice (DOJ) within seven (7) days from last day of quarantine/isolation, the fact of foreign worker’s arrival for monitoring purposes.

9(G) PRE-ARRANGED EMPLOYEES VISA* - for visitors proceeding to the Philippines who will engage in any lawful occupation.

     9(g) 预录用雇员签证针对前往菲律宾从事任何合法职业的访客

 

     Foreign national proceeding to the Philippines to engage in any lawful occupation with compensation and has a bona fide employer-employee relationship such as payment of salary, selection process, and the power of dismissal are required to apply for 9(G) visa.

     The spouse and unmarried minor children under twenty-one (21) years of age of a qualified 9(g) visa holder may also be issued 9(g) visas, if they will accompany or join the qualified applicant within a period of six (6) months from the date of the applicant’s admission into the Philippines as a non-immigrant.

Procedures in the Issuance of 9(g) Visa:

Step 1. The applicant’s employer or sponsor in the Philippines should file with the Bureau of Immigration a petition for the issuance of a 9(g) visa to the applicant.

Step 2. The Consulate General will only issue a 9(g) visa upon prior authorization from the Department of Foreign Affairs in Manila. Upon notice of interview, the applicant shall submit in person at the Philippine Consulate the following requirements:

 

1.  Original and photocopy of passport valid for at least six (6) months beyond authorized period of stay in the Philippines

2.  Duly accomplished non-immigrant visa application FA Form No. 2 with 3.3cm x 4.8 cm photo (in white background) of the applicant in decent attire taken within the last six (6) months and must be pasted in the designated box in the application form

3.  Letter of Endorsement from the accepting/employing company or organization based in the Philippines and duly notarized by a Philippine notary public

4.    Original and copy of Medical Certification (DFA Form No. 11) duly accomplished by any physician whose signature must be notarized by a notary public. Must be submitted together with a standard-size chest x-ray film and laboratory reports. Medical report must be valid for at least six (6) months prior to date of filing of application.  This document must undergo authentication by relevant Foreign Affairs Office (FAO), then for authentication by the Philippine Consulate General.  Additional charges will apply)

5.    Original and copy of Police Clearance Certificate issued by competent Chinese authorities and duly notarized by a notary public. The visa application must be filed within six (6) months from the date the Police Clearance Certificate is obtained.  This document must undergo authentication by relevant FAO, then for authentication by the Philippine Consulate General.  Additional charges will apply)

6.    Copy of flight itinerary or booking

7.    Payment of visa processing fees

Additional Requirements for Spouse/Child of Principal:

1.  Legal proof of relationship to principal, i.e. original marriage certificate or birth certificate issued by the Philippine Statistics Authority (PSA), or Report of Marriage or Report of Birth, if no PSA copy yet

       Notes:

  • Additional documents may be required if and when deemed necessary by the visa officer.
  • Original copies of the Police Clearance Certificate and Medical Health Certificate will be returned to applicants upon issuance of the visa, for eventual submission to the Bureau of Immigration upon arrival in the Philippines.

A special non-immigrant visa is issued to qualified foreigners coming to the Philippines as professors, scholars, trainees, fellows, students, technical personnel, volunteers, and other participants of certain entities and programs under the auspices of particular institutions, agencies, foundations, and corporations recognized by the Philippines.

Requirements:

  1. Original and photocopy of passport valid for at least six (6) months beyond authorized period of stay in the Philippines
  2. Duly accomplished non-immigrant visa application FA Form No. 2 with 3.3cm x 4.8 cm photo (in white background) of the applicant in decent attire taken within the last six (6) months.  Photo must be pasted in the designated box in the application form

 9(F) STUDENT VISA - for visitors 18 years old and above who intend to study bachelor’s degree or higher at a university, seminary, academy, college or school.
9(f) 学生签证打算在菲律宾大学、神学院、研究院、学院或学校本科学位或更高学历课程学习的访客

 

The applicant must be a student 18 years of age at the time of enrollment, has sufficient means for his education and support, and seeks to enter the Philippines temporarily solely for the purpose of taking up a course of study higher than high school at a university, academy, college or school in the Philippines accredited by the Bureau of Immigration (BI).

Prior approval from the Department of Foreign Affairs is required prior to issuance of a visa under this category.

Procedures and Requirements in the Issuance of a Student Visa

Step 1 – Foreign student who is at least 18 years of age at the time of enrollment communicates directly with his choice of any Philippine Higher Education Institution (HEI) authorized to admit foreign students and complies with the school’s institutional requirements.

Step 2 – The HEI, satisfied with the student’s compliance with its requirements, issues a Notice of Acceptance (NOA) to the student. The HEI’s designated Liaison Officer submits the following requirements in two sets (one original and one photocopy) to the Department of Foreign Affairs (DFA):

  1. Letter of Endorsement from the college/university registrar requesting issuance of student visa to the applicant, and addressed to: The Director, Visa Division, Office of Consular Affairs, Department of Foreign Affairs
  2. Notice of Acceptance (NOA) from the college or university addressed to the student, containing a clear impression of the college/university’s official dry seal
  3. Five (5) original copies of the 1998 revised Personal History Statement (PHS), duly accomplished and signed by the student in English and in their national alphabet, accompanied by personal seal, if any, and with original left and right thumb prints, signature and photo
  4. Transcript of Records containing Apostille Certificate in the student’s country of origin or legal residence
  5. Notarized Affidavit of Support with proof of adequate financial support stating the means to cover expenses, duly authenticated by the Philippine Embassy/Consulate in the student’s country of origin or legal residence; For scholars: Certificate of Scholarship from the Institution concerned
  6. Photocopy of passport data page (page containing student’s full name, date and place of birth, passport number and photo)
  7. For students accepted in Dentistry or Medicine programs: Certified true copy of Certificate of Eligibility for Admission (CEA) from the Commission on Higher Education

Step 3 – The DFA endorses the documents to the Philippine Consulate General (or embassy as the case may be) located in the student’s country of origin or residence for the issuance of the student visa. Request for issuance of the student Visa in places other than the student’s country of origin shall not be entertained.

Step 4 – The Philippine Consulate General notifies the student of the receipt of the documents and requests him to appear in person before a consular officer for interview and compliance with consular requirements. In addition to the documents transmitted to the Post by the DFA, students must submit the following requirements to the Philippine Consulate in triplicate:

  1. Original and photocopy of passport valid for at least six (6) months beyond authorized period of stay in the Philippines
  2. Duly accomplished non-immigrant visa application FA Form No. 2 with 3.3cm x 4.8 cm photo (in white background) of the applicant in decent attire taken within the last six (6) months.  Photo must be pasted in the designated box in the application form

Medical report must be valid for at least six (6) months prior to date of filing of application.  This document must undergo authentication by relevant Foreign Affairs Office (FAO), then for authentication by the Philippine Consulate General.  Additional charges will apply)
  4. Original and copy of Police Clearance Certificate issued by competent Chinese authorities and duly notarized by a notary public.   5. Payment of Visa Fee, according to the schedule of fee (non-refundable), payable in cash

Step 5 – Upon arrival in the Philippines, the student shall report immediately to the accepting HEI which shall assist him to obtain the Alien Certificate of Registration (ACR) and Certificate of Residence for Temporary Students (CRTS) from the Bureau of Immigration (BI).

Step 6 – The DFA notifies the HEI, copy furnished CHED, BI, NICA and NBI, of the issuance of a student visa to the student as soon as it receives a report to this effect from the issuing post.
