UPDATED GUIDELINES AND PROTOCOLS FOR ALL INBOUND TRAVELERS TO THE PHILIPPINES

(As of 10 August 2023)

Please be informed of the following updated guidelines and protocols on entry to the Philippines pursuant to Presidential Proclamation No. 297 dated 21 July 2023:

I.   eTRAVEL REGISTRATION

Travelers to the Philippines and returning residents are required to register with the eTravel system (etravel.gov.ph).

Submit your Electronic Travel Declaration through these 3 easy steps:

 

 a.  Visit etravel.gov.ph or scan the QR code.

 b.  Fill in your Personal Profile, Travel Details, and Health Declaration.

 c.   Download the QR code that will be provided to you.

 

 

Travelers may submit their registration up to three (3) days before arrival in the Philippines.

Registration on the eTravel platform is free. The public is warned against transacting with any entities or websites soliciting payments and fees of any kind as these are in no way related to the official eTravel platform of the Philippine Government.

 

Note: Arriving Filipino and foreign passengers, arriving crew members and departing Filipino passengers are required to register with the eTravel System, EXCEPT foreign diplomats and their dependents, foreign dignitaries, and members of their delegation, 9e visa holders, and holders of diplomatic and official/service passport.

 

II. ENTRY REQUIREMENTS

 

A.  FOR INBOUND FOREIGN TOURISTS/TEMPORARY VISITORS:

 

1.  Passports valid for at least six (6) months at the time of entry, subject to existing state reciprocity rules and/or agreements;

2.  Valid Visa, if applicable (for those who are not entitled to a visa-free entry in the Philippines as well as those with immigrant or non-immigrant status); and/or

3.  Valid onward/return ticket to port of origin or next port destination corresponding to their allowable period of stay, EXCEPT (a) foreign spouse and/or children of Filipino citizens, who are travelling with them, (b) former Filipino citizens with Balikbayan privileges under Republic Act No. 9174, including their spouse and/or children, who are travelling with them.

 

B.  FOR FOREIGN IMMIGRANTS/NON-IMMIGRANTS EXCEPT TOURISTS:

 

For ACR I-Card holders, except 9A: valid visa implementation, ACR I-Card or ACR I-Card Waiver, Return Permit (RP), and/or Special Return Certificate (SRC) shall be presented during arrival/departure inspection.

III.  OTHER GUIDELINES

 Following the lifting of the state of public health emergency throughout the Philippines, following are the protocols[1] on vaccination certificates:

  • For International Arrivals: Presentation of vaccination status and vaccination certificate for COVID-19 is not required. All arriving international travelers are accepted regardless of their vaccination status;
  • For Departing International Travelers: The vaccination requirements depend on the destination country. The BOQ recommends that travelers check the requirements of their destination country; and,
  • For OFWs and Seafarers: The issuance of the International Certificate of Vaccination for Prophylaxis for Yellow Fever Vaccine and other vaccination depends on the requirement of the agency/company.

I. eTravel

Beginning 0001H of 02 December 2022, travelers to the Philippines and returning residents are required to provide their arrival information and health declaration through the eTravel portal.

Subject: Entry Visas for Holders of Emergency Passports

The Philippine Consulate General in Guangzhou would like to inform foreign nationals holding Emergency Passports that effective 01 March 2012, holders of emergency passports who wish to travel to the Philippines must have valid entry visas prior to their admission to the Philippines.

PRC passport holders, who are temporary visitors, may apply for visas upon arrival (9a-VA) for a stay of fourteen (14) days at all international airports in the Philippines provided that:

1.They are members of tour groups organized by a DOT-accredited tour operator.

2.They are holders of a valid passport and roundtrip ticket.

3.They are not in the Philippine Bureau of Immigration’s (BI) Blacklist.

4.Chinese temporary visitors who enter the Philippines under this arrangement shall arrive in and depart from the Philippines together with the same tour group they arrived with.

INDIVIDUAL APPLICANTS WHO ARE NOT HANDLED BY ACCREDITED TOUR OPERATORS ARE REQURED TO APPLY FOR A VISA BEFORE PROCEEDING TO THE PHILIPPINES.
