PCG Guangzhou welcomes CAEXPO Secretary General
10 April 2025, Guangzhou – Consul General Iric Cruz Arribas welcomed China-ASEAN Expo (CAExpo) Secretary General Dr. Wei Zhaohui in a meeting at the Philippine Consulate General in Guangzhou on 10 April 2025.
The meeting focused on the Philippines’ work plan and preparations for the 22nd CAExpo in Nanning, scheduled to take place on 17-21 September 2025. Dr. Wei also provided a briefing on the Expo’s upgraded exhibition, upscaled spaces, and presentation of artificial intelligence (AI)-related technology and industries.
On the occasion of the 50th Anniversary of the Diplomatic Relations between the Philippines and China this year, Consul General Arribas and Dr. Wei proposed to have a joint commemorative activity this year.
CAExpo, inaugurated in 2004, is an annual trade fair and a significant platform to promote bilateral economic cooperation between ASEAN countries and China, and has over the years, been a venue for deepening ASEAN-China people-to-people exchanges, cultural engagement, and tourism promotion.
PCG Guangzhou attends a Seminar on Guangdong's Modern Industrial System Development
Guangzhou, 9 April 2025 – The Philippine Consulate General joined over 60 consulates general at the Seminar on the Development of Guangdong’s Modern Industrial System organized by the Guangdong Foreign Affairs Office at Zhudao Hotel, Guangzhou.
Deputy Director Generals Jiao Jun and Shuang Dehui reported Guangdong’s 2024 GDP at CNY 14T (USD 1.90T) and foreign trade at CNY 9.11T (USD 1.39T). Guangdong produces 70% of the world’s drones and 40% of smartphones. Key sectors include AI, green petrochemicals, and new energy.
In the seminar, Consul General Iric Cruz Arribas stressed the value of e-commerce in supporting imports from countries like the Philippines. Guangdong officials noted e-commerce remains in development.
Consul General Arribas also met Guangdong Foreign Affairs Office Director General Chen Guangjun and Deputy Director General Qian Hongjie, who welcomed plans for Kalayaan Day 2025 and the 50th anniversary of PH-China ties.
9(E) Foreign Government Official (FGO) Visa - for accredited officers of a foreign government recognized by the Philippines, who is a citizen of the country whose government he/she represents, and who is proceeding to the Philippines on official business for his/her government; and for officials of international non-governmental organizations.
9(e) 外国政府官员签证 – 针对菲律宾认可的、代表其母国政府前往菲律宾从事其政府委派官方事务的外国政府官员,以及国际非政府组织的官员
Immediate family and household members joining the FGO in his tour of duty in the Philippines are also required to secure the appropriate 9(e) visa.
9(e) visas are divided into three types:
- 9(e-1) – for persons enjoying diplomatic immunities and privileges, including their immediate family members
- 9(e-2) – for other FGOs who will go to the Philippines in connection with official business for his government; official students or participants in programs under the auspices of the Philippine Government or recognized international organizations, including their immediate family members
- 9(e-3) – for members of the household to whom 9(e-1) and 9(e-2) visas have been granted
Requirements:
Authorization from the Department of Foreign Affairs in Manila is required for the issuance of 9(E) visa. Upon receipt of the authorization from the Department of Foreign Affairs in Manila, the visa applicant should complete the following requirements:
- Accomplished non-immigrant visa application FA Form No. 2-A.

9(C) Seaman and crew members Visa – for crew members of a vessel arriving at a port of the Philippines from any country

Pursuant to Resolution No. 47 dated 19 June 2020, the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID) and Joint Circular No. 01 dated 2 July 2020 on the Guidelines for the Establishment of the Philippine Green Lane to Facilitate the Speedy and Safe Travel of Seafarers, including Their Safe and Swift Disembarkation and Crew Change During the COVID-19 Pandemic, the entry of foreign seafarers for purpose of ship crew rotation, may be issued 9(c) or Seaman and Crew List Visa and may be allowed entry to the Philippines.

A. 9(C) Seaman Visa (for Individual Seafarer)

1. Original and photocopy of passport valid for at least six (6) months beyond the authorized period of stay in the Philippines;

B. 9(C) Crew List
9(C)船员签证
9(C) crew list visas may be applied early (i.e., even prior to departure from last port of call).
The shipping company's authorized agent/representative must submit a copy the required documents (in three sets and arranged according to the order in the list below) to the Consulate:
Requirements:
1. Form 61 or Crew list visa application with a detailed list of foreign crew members (page 2 of Form 61);
2. Crew List indicating details of ALL crew members;
3. FA Form No. 2 accomplished by each foreign crew;
4. Passport and seaman's book of each foreign crew;
5. Copy of the passport of the Vessel Master/Captain who will be commanding the vessel when it enters the Philippines. The passport must be valid for at least 6 months from the date of departure from the Philippines.
6. Copy of the Seaman’s Record Book of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The copy of the Seaman’s Record Book / maritime credentials record must show the page with the latest log entry.
7. Ports of call/Operational Schedule;
8. Ship Registry;
9. Letter from the shipping company naming the vessel's captain/master, identifying the authorized ship agent/representative, and requesting for 9c crew list visa for foreign crew members;
10. Invitation Letter and notarized Affidavit of Support and Guarantee from the shipping company in the Philippines indicating proper facilitation on the disembarkation and repatriation of foreign crew to the country of origin; and
11. Passport copy of the authorized agent/representative.

1. Chinese nationals (mainland) and Special Administrative Regions

Chinese nationals visiting the Philippines for tourism purposes and with valid Australian, Japanese, Canadian, Schengen or US visa do not need a visa for a stay not exceeding seven (7) days, provided they possess a return or onward airline ticket. Chinese nationals not in possession of such valid visa must apply for a temporary visitor’s visa.
中国内地公民若持有有效的澳大利亚、日本、加拿大、申根或美国签证赴菲旅行,且持有往
返机票,可免签停留不超过七(7)天。中国内地公民若未持有上述有效签证,需在菲律宾大 使馆或领事馆先申请短期访问签证。
Holders of Hong Kong Special Administrative Region passports and Macau Special Administrative Region passports may enter the Philippines without a visa for a stay not exceeding fourteen (14) days, provided that they possess a return or onward airline ticket.
香港特别行政区护照持有人及澳门特别行政区护照持有人若持有往返机票,可以免签入境菲 律宾,停留不超过十四(14)天。
For holders of British National Overseas (BNO) and Macau-Portuguese passports, they are allowed to enter the Philippines without a visa for a stay of not exceeding seven (7) days.

2. Indian nationals 印度公民
1. Indian nationals may be granted visa-free entry for an initial stay not exceeding fourteen
(14) days, provided they possess the following:
a. Either a valid US, Japanese, Australian, Canadian, Schengen, Singapore or United
Kingdom visa or permanent residence permit;
b. A national passport valid for at least six (6) months beyond the intended period of stay;
c. Return or onward ticket to the next country of destination; and d. No derogatory record with the Bureau of Immigration.
2. The 14-day visa free entry may be extended by an additional seven (7) days for a maximum of twenty-one (21) days stay.
3. This type of admission will be non-convertible to other visa categories.
4. The purpose of their visit to the Philippines shall be strictly for tourism.
5. For a stay longer than fourteen (14) days, they may apply for a visa at the Philippine Embassy in New Delhi PE; any Philippine Embassy or Consulate in a country where the applicant has legal residence; or any Philippine Embassy or Consulate in countries that require entry visas for Indian nationals.
3. Visa-Free Entry under E.O. 408 E.O.408 号公告的免签国家
Nationals from countries below may enter the Philippines without a visa for a stay not exceeding thirty (30) days, provided they hold return or onward-bound tickets to their country of origin or next country of destination, and passports that are valid for at least six (6) months beyond the period of stay in the Philippines.

D. THE BALIKBAYAN PRIVILEGE
海外菲律宾公民特权
Nationals of countries who fall under EO 408 (please see no. 3. Visa-Free Entry under E.O.408) and are family members (spouse and children holding foreign passports) of a Balikbayan (returning Filipino citizen or former Filipino citizen) are entitled to a visa-free entry to the Philippines for a maximum stay of one (1) year from the date of their arrival in Manila under the BALIKBAYAN Program. They shall be admitted as Balikbayans on conditions that they (1) travel with a Balikbayan and (2) observe and comply with immigration rules and regulations.

The term “balikbayan” shall mean:
- A Filipino citizen who has been continuously out of the Philippines for a period of at least one (1) year from date of last departure;
- A Filipino overseas worker; or
- A former Filipino citizen and his family who had been naturalized in a foreign country and comes or returns to the Philippines. The term “family” shall mean the spouse and children of the balikbayan who are not balikbayan in their own right travelling who are travelling together to the Philippines.
Family members of Balikbayans who are nationals of countries as well as former Filipino citizens who acquired citizenship and passports of Countries not included in EO 408, are not entitled to the Balikbayan privilege. They must secure entry visas prior to their travel to the Philippines.

E. EXTENSION OF AUTHORIZED PERIOD OF STAY IN THE PHILIPPINES 在菲律宾延长停留期限
In case a temporary visitor visa holder’s stay in the Philippines will exceed the authorized period of stay, he/she will have to report to the Bureau of Immigration, secure an extension of stay, and pay the corresponding immigration fees. Information on fees for extension of stay and other Immigration fees are available at the Bureau of Immigration website (www.immigration.gov.ph).

赴菲旅客最新程序指引
(截止2023年8月10日)
根据2023年7月21日发布的第297号总统公告,进入菲律宾的最新程序指引如下,敬请知悉:
- eTRAVEL登记
赴菲旅客及返菲居民均须在电子旅行(eTravel)系统(etravel.gov.ph)上登记。
请通过以下3个简单的步骤提交您的电子旅行申报表:
- 访问网站或扫描二维码;
- 填写您的个人信息、旅行详情和健康申报表;
- 下载为您提供的二维码。
旅客可在抵菲前三(3)天内进行登记。
在eTravel平台上登记是免费的。请警惕要求访客以任何形式付费的机构和网站,此类机构和网站与菲律宾政府的官方eTravel平台无关。
注意:抵菲的菲籍及外籍旅客、抵菲的机组人员和离菲的菲籍旅客均须在eTravel系统上登记,仅外国外交官及其家属、外国政要及其代表团成员、9e签证持有人以及外交和因公/公务护照持有人除外。
II. 入境要求
- 入境外国游客/临时访客:
- 根据现行的国家互惠规则和/或协议,入境时护照有效期不少于六(6)个月;
- 有效签证,如适用(此要求适用于不享有免签入境权的人员,以及具有移民或非移民身份的人员);和/或
- 返回始发口岸或前往下一目的口岸的有效机票/船票,须与获准停留的时间相对应;(a)与菲籍公民同行的外籍配偶和/或子女,(b)根据第9174号共和国法案,具有海外菲籍公民(Balikbayan)特权资格的前菲籍公民,包括与其同行的配偶和/或子女除外。
B. 外国移民/非移民人士(游客除外):
- 除9A外的 ACR I-Card持有人:在出入境检查时应出示有效签证、ACR I-Card或ACR I-Card豁免、返程许可(RP)和/或特别返程证明(SRC)。
III. 其他指引
在菲律宾解除全国公共卫生紧急状态后,关于疫苗接种证明的规程指引[1]如下:
- 国际旅客:无须提供新冠肺炎疫苗接种状态和疫苗接种证明。无论是否接种疫苗,所有抵菲的国际旅客都会被接受;
- 离菲国际旅客:疫苗接种取决于目的国的要求。检疫局(BOQ)建议旅客了解目的国的要求;和,
- 海外菲籍公民(OFW)和海员:黄热病疫苗及其他疫苗的接种或预防措施国际证书的签发须视乎相关机构/公司的要求而定。
提醒:旅客最后是否获准进入菲律宾取决于入境口岸的移民当局。
