Important reminder: The Philippine Consulate General in Guangzhou does not issue NBI Clearance, police clearance or No Criminal Record Certificate. The Consulate will only attest and notarize the NBI clearance application and the authorization letter.
Accessing this service does not require an appointment. Applicants may visit us any day, Monday through Friday, between 8:30 AM and 5:30 PM, except on holidays.
Who may avail of the NBI Application Form at the Consulate?
The NBI application form is available to all individuals who have resided in the Philippines and are now living abroad. This includes Filipino citizens, former residents, and foreign nationals who require an NBI clearance for various purposes such as employment, immigration, or other legal requirements in their current country of residence.
Requirements:
- NBI Application Form (NBI Form No. 5);
- Two (2) pieces 2 x 2 inches colored photo with white background taken within the last 3 months;
- Valid passport or ID;
- Payment of applicable fees.
Procedures for NBI Application and Notarization:
- Obtain NBI Application Form: Start by securing the NBI application form at Window 1.
- Complete the Form: Carefully fill out the form completely, ensuring all information is clear and legible.
- Fingerprinting: Have your fingerprints taken using a rolling technique to capture clear impressions.
- Photo Requirements: Attach one colored photo with a white background to your application.
- Submission for Processing: Present the completed form, along with a photocopy of your passport or valid ID, at Window 1 for processing.
- Special Power of Attorney (if applicable): If you need someone to file your application on your behalf, prepare and execute a Special Power of Attorney allowing your designated representative to transact with both the NBI and DFA for the apostille process.
- Document Review: The Consular Officer will review all submitted documents and provide you with a payment slip indicating the fees required for the service.
- Payment Process: Proceed to Window 5 to make your payment based on the issued payment slip.
- Schedule for Release: Return to Window 1 for the schedule of release of your notarized NBI application form and the Special Power of Attorney.
- Document Delivery: After receiving your documents, send them to your designated representative who will submit the application to the NBI Mailed Clearance Section. The representative must register online at https://clearance.nbi.gov.ph before proceeding to the NBI Clearance Center for appointment and payment.
