Procedure for the Application of a Certification of No Criminal Record
1. Foreign nationals who lived or are living in China for more than six months, under a working visa, student visa or residence visa may apply for a Certificate of No Criminal Record.
2. The application should be filed with a Notary Public in the last place of residence in China.
3. The applicant must present the following documents to the Notary Public together with the Application for the Certificate of No Criminal Record:
• Copy of Chinese visa
• Copy of data page of the passport
• Resident Permit
• Employment Certificate or Certificate from the School or University indicating basic information such as the name, age and gender of the applicant, duration of work or study, position, etc.)
4. The Notary Public will submit the Application for the Certificate of No Criminal Record to the Public Security Bureau in the area of residence.
5. The Public Security Bureau will issue a Certification to the effect that the applicant has or has no criminal record.
6. The Public Security Bureau will forward the Certification to the Notary Public.
7. The Notary Public will notarize the Certification and release the same to the applicant as soon as available.
The applicant is required to submit his application personally to the Notary Public. In the event that the applicant cannot travel to China, he may authorize a representative to submit the application. The representative must present to the Notary Public an authorization letter issued by the applicant. Processing is for a minimum of one month.
At the time of release, the Certification must be received by the applicant himself or his representative from the Notary Public.
