PCG Guangzhou welcomes CAEXPO Secretary General

10 April 2025, Guangzhou – Consul General Iric Cruz Arribas welcomed China-ASEAN Expo (CAExpo) Secretary General Dr. Wei Zhaohui in a meeting at the Philippine Consulate General in Guangzhou on 10 April 2025.

The meeting focused on the Philippines’ work plan and preparations for the 22nd CAExpo in Nanning, scheduled to take place on 17-21 September 2025. Dr. Wei also provided a briefing on the Expo’s upgraded exhibition, upscaled spaces, and presentation of artificial intelligence (AI)-related technology and industries.

On the occasion of the 50th Anniversary of the Diplomatic Relations between the Philippines and China this year, Consul General Arribas and Dr. Wei proposed to have a joint commemorative activity this year.

CAExpo, inaugurated in 2004, is an annual trade fair and a significant platform to promote bilateral economic cooperation between ASEAN countries and China, and has over the years, been a venue for deepening ASEAN-China people-to-people exchanges, cultural engagement, and tourism promotion.

  

PCG Guangzhou attends a Seminar on Guangdong's Modern Industrial System Development

Guangzhou, 9 April 2025 – The Philippine Consulate General joined over 60 consulates general at the Seminar on the Development of Guangdong’s Modern Industrial System organized by the Guangdong Foreign Affairs Office at Zhudao Hotel, Guangzhou. 

Deputy Director Generals Jiao Jun and Shuang Dehui reported Guangdong’s 2024 GDP at CNY 14T (USD 1.90T) and foreign trade at CNY 9.11T (USD 1.39T). Guangdong produces 70% of the world’s drones and 40% of smartphones. Key sectors include AI, green petrochemicals, and new energy.

In the seminar, Consul General Iric Cruz Arribas stressed the value of e-commerce in supporting imports from countries like the Philippines. Guangdong officials noted e-commerce remains in development. 

Consul General Arribas also met Guangdong Foreign Affairs Office Director General Chen Guangjun and Deputy Director General Qian Hongjie, who welcomed plans for Kalayaan Day 2025 and the 50th anniversary of PH-China ties.

Important reminder: The Philippine Consulate General in Guangzhou does not issue NBI Clearance, police clearance or No Criminal Record Certificate.  The Consulate will only attest and notarize the NBI clearance application and the authorization letter.  

Who may avail of the NBI Application Form at the Consulate?

All applicants who have lived in the Philippines and now currently residing abroad.

Requirements:

  1. Accomplished NBI Application Form (NBI Form No. 5);
  2. Two (2) pieces 2 x 2 inches colored photo with white background taken within the last 3 months;
  3. Valid passport or ID;
  4. Payment of applicable fees.

 

Procedures:

  1. Secure and fill-out accurately and legibly the NBI Form No. 5;
  2. Have your rolled impression of fingerprints;
  3. Attach one (1) photo;
  4. Submit the form together with other requirements to the Consular Officer for evaluation;
  5. Execute a Special Power of Attorney (SPA) designating a representative to transact with NBI Office, DFA and Chinese Embassy for authentication;
  6. Pay the corresponding fees;
  7. Upon receipt of the notarized NBI Application Form and SPA, send these documents to your representative who will submit the application to the NBI Mailed Clearance Section. The representative must register online at https://clearance.nbi.gov.ph before proceeding to the NBI Clearance Center for appointment and payment.

General Information

“Authentication” is a generic term that commonly refers to the process of verifying the origin of a public document by certifying the authenticity of the signature and legal authority of the public official who signed it. It does not, however, certify the content of the public document to which it relates.

 

On 07 November 2023, the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Apostille Convention) takes effect in China.  As a result, after the document is Apostilled by the DFA, there is no more need for legalization of the concerned Foreign Embassy or Consulate if the destination of the apostilled document is also a State Party to the Apostille Convention, like China.  This also means that a document already apostilled by the Chinese Foreign Affairs Office (FAO) does not need to undergo another authentication or legalization by the Philippine Consulate.

The Philippine Consulate General in Guangzhou may notarize public documents for use in the Philippines by way of Acknowledgement, Jurat or Certifications.  Personal appearance of the applicant is required when applying for notarization.
 
Only applicants who reside within the consular jurisdiction of the Philippine Consulate General in Guangzhou can apply notarization: Guangdong, Hunan, Hainan and Guangxi Zhuang Autonomous Region.

Requirements

1.  Personal Appearance of the applicant

2.  Duly accomplished form or document

3.  Valid passport or Chinese Identification Card

4.  Other documents, the consulate may require additional document as necessary

5.  For Certifications, additional documents may be required such as but not limited to DFA-apostilled documents (CENOMAR, birth certificate, marriage certificate), original passports, etc.

5.  Payment of applicable consular fees

RMB190.00 for every document for 3 working days processing

RMB76.00 additional fee for expedited processing for release the following working day

 

Procedures

1.  Prepare the documents and make sure to have a copy of each of the document and passport or ID.

2.  Proceed to Window 1 to submit the documents or request for consular form.

3.  Fill out the form completely and go back to Window 1 for processing and other instructions.

4.  Once the documents are complete and in order, the Consular Officer will ask the applicant to sign the document and will issue payment slip.

5.  Proceed to Window 5 (Cashier) to submit the payment slip and pay the consular fees.

6.  Go back to Window 1 for further instructions and for the schedule of releasing of the processed documents.
