Speaking on modernization paths for developing nations, President Arroyo highlighted that while Western economic models have traditionally dominated global discourse, the rise of China and the Asian Dragons (Hong Kong, Singapore and South Korea) demonstrates that diverse approaches can succeed. She stressed that Global South countries should craft development strategies suited to their unique national conditions, learning from a variety of models beyond the Western framework.
President Arroyo also underscored the importance of timely and decisive action in governance, citing the Philippines’ effective response to the 2008 global financial crisis, which allowed the country to avoid recession despite limited fiscal resources.
On strengthening trade, finance, technology, climate action, and sustainable development, President Arroyo pointed to historic global cooperation initiatives, including the U.S. Marshall Plan, the Reykjavik Summit on nuclear disarmament, and China’s Belt and Road Initiative. She encouraged Global South nations to minimize ideological divisions and focus on tangible benefits from partnerships such as BRICS and China-led initiatives.
Discussing the Global South’s role in international governance, President Arroyo praised ASEAN’s model of regional cooperation, emphasizing its principles of non-interference, mutual respect, and peaceful dispute resolution as outlined in the Treaty of Amity and Cooperation (1976). She contrasted this with the challenges faced by regional blocs in Africa, where external influence has led to divisions.
President Arroyo concluded by calling for a revival of the Non-Aligned Movement, highlighting the importance of a “friend to all, enemy to none” approach in international relations, as articulated by Philippine President Ferdinand Marcos Jr. Her remarks reinforced the Boao Forum for Asia’s commitment to fostering inclusive dialogue and practical solutions for the Global South’s economic growth and geopolitical influence in a multipolar world.
Team Guangzhou emerged as the champion, with Team Shenzhen 1 and Team Foshan securing second and third place, respectively. Mr. Jay Masayon of the Team PCG (Philippine Consulate General) team was named as the Best Shooting Guard. The PCG team also took home the Best Uniform Award.
Special mention and appreciation was given to Mr. Renato "Jon" Marcelo Jr., the Commissioner of the inter-city basketball league. The event gathered Filipinos in Guangzhou and its neighboring cities - Foshan, Dongguan and Shenzhen.
