PCG Guangzhou welcomes CAEXPO Secretary General
10 April 2025, Guangzhou – Consul General Iric Cruz Arribas welcomed China-ASEAN Expo (CAExpo) Secretary General Dr. Wei Zhaohui in a meeting at the Philippine Consulate General in Guangzhou on 10 April 2025.
The meeting focused on the Philippines’ work plan and preparations for the 22nd CAExpo in Nanning, scheduled to take place on 17-21 September 2025. Dr. Wei also provided a briefing on the Expo’s upgraded exhibition, upscaled spaces, and presentation of artificial intelligence (AI)-related technology and industries.
On the occasion of the 50th Anniversary of the Diplomatic Relations between the Philippines and China this year, Consul General Arribas and Dr. Wei proposed to have a joint commemorative activity this year.
CAExpo, inaugurated in 2004, is an annual trade fair and a significant platform to promote bilateral economic cooperation between ASEAN countries and China, and has over the years, been a venue for deepening ASEAN-China people-to-people exchanges, cultural engagement, and tourism promotion.
PCG Guangzhou attends a Seminar on Guangdong's Modern Industrial System Development
Guangzhou, 9 April 2025 – The Philippine Consulate General joined over 60 consulates general at the Seminar on the Development of Guangdong’s Modern Industrial System organized by the Guangdong Foreign Affairs Office at Zhudao Hotel, Guangzhou.
Deputy Director Generals Jiao Jun and Shuang Dehui reported Guangdong’s 2024 GDP at CNY 14T (USD 1.90T) and foreign trade at CNY 9.11T (USD 1.39T). Guangdong produces 70% of the world’s drones and 40% of smartphones. Key sectors include AI, green petrochemicals, and new energy.
In the seminar, Consul General Iric Cruz Arribas stressed the value of e-commerce in supporting imports from countries like the Philippines. Guangdong officials noted e-commerce remains in development.
Consul General Arribas also met Guangdong Foreign Affairs Office Director General Chen Guangjun and Deputy Director General Qian Hongjie, who welcomed plans for Kalayaan Day 2025 and the 50th anniversary of PH-China ties.
Report of Marriage (ROM)
Marriages involving Filipino nationals, whether between two Filipinos or between a Filipino and a foreign national, that are solemnized within the consular jurisdiction of the Philippine Consulate General in Guangzhou may register with the Philippine Statistics Authority (PSA) through the the Philippine Consulate.
The consular jurisdiction of the Philippine Consulate General in Guangzhou includes the provinces of Guangdong, Hunan, Hainan and Guangxi Zhuang Autonomous Region.
Requirements:
1. Personal appearance of both parties;
2. Duly accomplished Report of Marriage form;
Four (4) sets of the following:
3. Marriage Certificate apostilled by the Chinese Foreign Affairs Office (1 original and 4 photocopies);
4. Photocopies of passports;
5. Affidavit of Delayed Registration of Marriage (if applicable); and,
6. Payment of consular fees:
RMB190.00 for ROM;
RMB190.00 for Affidavit of Delayed Registration (if applicable).
Procedures:
1. Prepare all of the required documents;
2. Proceed to Window 1 of the Consular Section and request for a copy of the ROM form;
3. Fill-out the form properly and completely;
4. Submit the accomplished form to Window 1 together with the required documents;
5. The Consular Officer will evaluate the documents and will issue the payment slip;
6. Pay the consular fees to Window 5, and go back to Window 1 for instructions;
7. The consular Officer will review and prepare the four (4) sets of the application;
8. Review all the entries reflected in the Report of Marriage before signing;
9. Wait for the instructions from the Consular Officer for the schedule of release of the processed document.
Report of Birth (ROB)
- Only births that took place under the consular jurisdiction of PCG Guangzhou can be registered or reported to the Philippine Consulate General in Guangzhou: Guangdong, Hunan, Hainan and Guangxi Zhuang Autonomous Region provinces.
Basic Requirements:
1. Accomplished ROB form, preferrably filled-out electronically;
Four (4) sets of the following:
2. Medical Certificate of Birth apostilled by the Chinese Foreign Affairs Office (FAO) with English translation;
3. PSA-issued Marriage Certificate or Marriage Certificate of the parents apostilled by FAO (whichever is applicable);
4. Valid passport of mother;
5. Valid passport of father;
6. Affidavit of Late Registration of Birth, if the Report of Birth is made one year after the child’s birth;
7. Payment of consular fees.
Additional Requirements for any of the circumstances:
- If the parents of the newborn are not legally married, these documents may be required, whatever is applicable:
1. Affidavit of Admission of Paternity (AAP), accomplished by the child’s father, to be signed before a consular officer of the Philippine Consulate. If the father is not in China, this document must be authenticated either in the Philippine Embassy or Consulate General in the country where the father resides or by the Department of Foreign Affairs if the father is in the Philippines.
2. Affidavit to Use the Surname of the Father (AUSF), accomplished by the child's mother, to be signed before a consular officer.
- Legitimation of a child
1. An illegitimate child not acknowledged by the father shall use the surname of the mother.
2. An illegitimate child acknowledged by the father shall use the surname of the mother if no Affidavit to Use the Surname of the Father is executed.
3. An illegitimate child aged 6 years old and below acknowledged by the father shall use the surname of the father, if the mother or the guardian, in the absence of the mother, execute the Affidavit to Use the Surname of the Father.
4. An illegitimate child aged 7 to 17 years old acknowledged by the father shall use the surname of the father if the child executes an Affidavit to Use the Surname of the Father fully aware of its consequence as attested by the mother or guardian.
5. An illegitimate child acknowledged by the father shall use the surname of his father provided that he executes an Affidavit to Use the Surname of the Father upon reaching the age of majority, no attestation from the mother or guardian is required.

Who may avail of the services?
All Filipino nationals who are currently reside and/or work within the Philippine Consulate’s consular jurisdiction from the provinces of Guangdong, Hainan, Hunan and Guangxi Zhuang Autonomous Region; and all foreign nationals who will avail of the notarial and authentication services of the documents apostilled or authenticated by the DFA and or Chinese issued documents to be used in the Philippines.
