Republic Act No. 8042, otherwise known as "The Migrant Workers and Overseas Filipinos Act of 1995", was enacted to address the various problems encountered by Filipinos overseas. Accordingly, the Third Pillar of Philippine Foreign Policy recognized the significance of the economic, political and cultural contribution of Filipino migrant workers, for which they warrant protection from the Philippine government. This led to the creation of the Assistance-to-Nationals (ATN) Section at all Foreign Service Posts.

The Assistance-to-Nationals (ATN) Section of the Philippine Consulate General in Guangzhou provides prompt and appropriate services to Filipino nationals within its jurisdiction. It is committed to ensure the welfare of Filipinos in accordance with existing rules and regulations of the Philippine government and the host country. Services of the ATN Section include the following:

1. Counseling services
2. Settlement of labor-related issues
3. Monitoring and reporting of criminal and administrative cases of Filipinos
4. Regular Consular/Jail visits to Filipino inmates and detainees
