MR. MARSHALL LOUIS M. ALFEREZ, CONSUL GENERAL OF THE PHILIPPINES IN GUANGZHOU

 

 

Mr. Marshall Louis M. Alferez assumed as Consul General of the Philippines in Guangzhou on 16 April 2018.

In his 25 years in the foreign service, currently holding the rank of Chief of Mission II, he has had foreign assignments in the Philippine Embassies in Bangkok, Thailand (2000-2006) and London, United Kingdom (2009-2013), where he served as the political officer. His last posting was as Minister and Consul General of the Philippine Embassy in Riyadh, Saudi Arabia (2013-2015).

Mr. Alferez has extensive experience in diplomatic work, having handled Philippine-US alliance issues, East/Southeast Asian foreign policy issues and ASEAN cooperation matters while serving in various capacities in the relevant offices of the Department. Prior to his posting in Guangzhou, Mr. Alferez was the Executive Director of the Office of the American Affairs of the Department of Foreign Affairs. In 2007, he was conferred the Presidential Award Orden ni Lakandula na may Ranggong Pinuno (Order of Lakandula, Rank of Officer) by then President Gloria Macapagal-Arroyo.

He has proficiency in the assistance-to-nationals and consular matters, particularly with regard to service delivery to overseas Filipinos in crisis situations. He graduated with a Bachelor of Arts in Communication Research from the University of the Philippines and a diploma in Development Management from the Development Academy of the Philippines with highest honors.
